How the Codes Actually Work
The hierarchy nobody teaches you, from legislation to site instruction.
Every architect and graduate in Australia has heard of the NCC. Most can name a couple of Australian Standards. But ask someone on their third year of practice to explain exactly which document controls a ramp gradient, why that number exists, and what happens if you deviate from it, and the room goes quiet. This topic explains how the regulatory system actually works on a real project, not as an abstract framework but as a set of decisions you will face on site and in documentation.

Building Act
State legislation. Gives legal authority to everything below it. You will rarely read it directly but it is the reason the NCC has force of law.

NCC
National Construction Code. Sets out what a building must achieve, the performance outcomes. Does not tell you how to achieve them.

Australian Standards
The technical detail of how to meet the NCC's performance requirements. When the NCC references AS 1428.1, it is delegating the how to that standard.

Council and Certifier Requirements
Project and jurisdiction-specific overlays. A council DCP might require a setback the NCC does not mention.

Consultant Specifications
Project-specific technical requirements that translate everything above into instructions for the contractor.
